Developing Microcontrollers as Safety Elements Out of Context (SEooC) per ISO 26262-10

By Dr. Klaus von Berg, Principal Safety Assessor • September 2026

Abstract: Navigating the assumptions of use, safety manuals, and FMEDA distributions when integrating merchant silicon into ASIL-D vehicle applications.

1. The SEooC Framework Automotive semiconductor manufacturers do not know the exact vehicle application where their microcontroller will be deployed. Therefore, chips are certified as Safety Elements Out of Context (SEooC) per ISO 26262-10, based on defined Assumptions of Use (AoU).

2. Validating Safety Manual Requirements Tier 1 system integrators must review the chip's Safety Manual, verifying that every hardware assumption (e.g., external watchdog monitoring, clock jitter tolerances, supply voltage supervisors) is strictly implemented in the board design and firmware drivers.
